Minutes of an Extraordinary Meeting of Standlake Parish Council, to consider the planning applications listed below, held in the Standlake Youth Club, on 1st May 2013 at 7.00pm.

1.          APOLOGIES were received from Mrs. H. Fenton, Mr. R. Reddy and Mrs. J. Perry.

2.          PUBLIC ITEMS Mr. Naylor invited the members of the public to speak before the council discussed the applications. All were concerned with the proposal for two dwellings at 139 141 Abingdon Road and made comments including: loss of open space; proliferation of entrances onto Abingdon Road with associated safety concerns; no provision for affordable housing.

3.          DECLARATIONS OF INTEREST Mr. Naylor declared an interest in 13/0472/P/LB (applicant).

4.          PLANNING

13/0445/P/FP Erection of office building with vehicle storage, valeting, repairs, MoT and workshop for internet car sales - Blenheim Cars, Lakeside Industrial Park Cotswold Dene Standlake no objection.

13/0453/P/FP Change of use of store building to office to include construction of part mezzanine floor, insertion of new windows and entrance screen. Formation of five additional car parking spaces Simpla Ltd, Harcourt House, Cotswold Dene, Standlake no objection.

13/0472/P/LB External alterations to change colour of window frames to off white Forge Cottage, 7 Abingdon Road Mr. Naylor stood own and Mr. Rippin took the chair. There was no objection.

13/0422/P/FP Erection of stable land at Downs Road, Standlake Mr. Naylor resumed the chair. No objection

13/0484/P/FP Installation of an air source heat pump adjacent to wall 27 Aston Road Brighthampton no objection.

13/0492/P/FP Removal of existing dwelling and outbuildings. Erection of replacement dwelling and three bay garage with studio over Lakeside, Newbridge Road (A415) Standlake. No objection, but comment that garage and studio be for use of main building residents only and not to be sold separately from main building.

13/0536/P/FP Erection of two detached dwellings with associated parking, turning and landscaping. Creation of two vehicle accesses - 139 141 Abingdon Road.

The council took into account the concerns of the public and will object on the grounds of: loss of open space (not infilling or rounding off); lack of provision of affordable housing or any mention of Section 106 Planning Gain; destruction of continuous hedge; more accesses onto busy A415 causing nuisance on footpath and associated safety issue. The council will comment on the lack of detail on materials specification and express concerns about sewage capacity.

13/0540/P/FP Construction of agricultural workers dwelling (to allow lean to structure for ground source heat pump) Underdown Farm, The Downs, Standlake no objection.
