Minutes of a meeting of Standlake Parish Council, held in the Standlake Youth Club, on 4th June 2013 at 7.00pm.

1.          APOLOGIES – apologies were received from Mr. R. Reddy.

2.          PUBLIC ITEMS – there were no public items.

3.          COUNTY and DISTRICT COUNCILLORS REPORTS

Mrs. Fenton reported that WODC had been examining the service provided by the South Central Ambulance Service in West Oxfordshire following complaints about waiting time following 999 calls. There is some sign that the service is improving and will continue to improve with the First Responder system providing a good response where the system is in place. It should be remembered that calls are prioritised and non-life threatening conditions may well have to wait longer than the standard response time. Mrs. Fenton also reported that the Local Development Framework was now back at square one because of changing requirements to take into account wider plans in other areas – so called ‘spatial’ planning; the work will have to proceed quickly or West Oxfordshire will be left without a Local Pan at all. Mrs. Fenton left the meeting at 7:15

Mr. Mathew reported that the new political alignment of OCC, following the local elections, was settling in and he was confident that the new arrangements would benefit Oxfordshire as a whole. One of the priorities is the increasing of road access to Oxford and all options were open. However, he warned that it was clear that future central government grants were likely to be less and less and there was no doubt that the county would have to again reassess services. On the gravel front, the Core Strategy for Minerals and Waste has been withdrawn and will go back to review and consultation with clear consideration given to gravel extraction in the south of the county where it is needed. Mr. Mathew left the meeting at 7:35.

6.             MINUTES

Minutes of the Annual General Meeting held on 14th May 2012, copies of which had been previously circulated to all members, were agreed as a true record and signed by the chairman.

7.          MATTERS ARISING

Flooding, Sewers, etcThe clerk has again contacted WODC regarding the insecurity of the sand bunker and, for the moment, WODC appear to be content with the situation as it is; the clerk has made it clear that the Parish is not responsible for the bunker. The sand has been removed from The Green following Mr. Good’s intervention with WODC after the APM.

Busses, Bus Stops A resident with mobility problems has complained about the location of the bus stop opposite Lincoln Farm Park, access to the busses and the attitude of some of the drivers. Mrs. Smith has arranged a site meeting with all interested parties and will report back.

Playground/Recreation Ground & Maintenance – Mrs. Perry proposed a vote of thanks to Mr. Prickett for quickly repairing the climbing tower bridge – passed unanimously. Painting is required on one or two items in the playground and it was agreed that Mr. Prickett be asked to carry this out. A willow tree adjacent to the picnic table in the playground appears to be dead and, if so, needs to be removed: the clerk will ask Mr. Pascoe to examine the tree.

Traffic/Speeding Parking between the Black Horse and the Abingdon Road has increased and is causing congestion though it is legal to park there. The clerk will ask PC Conner to look at the situation.

Highway Maintenance nothing further to report at this meeting.

Footpaths Mr. Bob Hunt has agreed to be the Parish Paths Warden and has received the up to date paperwork from Mrs. Bayliss. Mrs. Shaw has provided costs for the replacement of the hedging along the new burial ground boundary on Hornsway. The total cost will be £199.20 (inc VAT) with the church undertaking to plant the hedging and maintain it; it was agreed that this amount be paid.

Mrs. Perry asked that action be taken over the foot path between the Post Office and Eagle Farm which becomes very muddy in places. Mr. Naylor will look at the situation and report back.

Roads, Newbridge – nothing further to report at this meeting.
