Minutes of the Annual General Meeting of Standlake Parish Council, held in the Standlake Youth Club, on 14th May 2012 at 7.00pm.

1.          APOLOGIES –apologies were received from Cllr (OCC) Mr. C Mathew,        

2.          PUBLIC ITEMS


Mr. Naylor stood down as chairman; Mr. Reddy assumed the chair and asked for nominations for chairman.

Mrs. Perry -proposed Mr. Naylor as chairman; seconded by Mrs. Bayliss, passed unanimously.

Mr. Naylor re-convened the meeting as chairman and asked for nominations for vice chairman.

Mr. Rippin proposed Mr. Reddy as vice chairman; seconded by Mrs. Smith, passed unanimously.

Mr. Naylor proposed Mr. D. Bevan (Clerk) as Responsible Financial Officer to the council; seconded by Mrs. Clements, passed unanimously.

Mr. Rippin agreed to continue as the council trustee on the Poor’s Allotments Charity, passed unanimously.

Mrs. Clements agreed to be council representative on the Village Hall committee, passed unanimously.

Mr. Naylor and Mr. Reddy signed their acceptance of office as Chairman and Vice Chairman respectively

3.          PLANNING - See attached planning record

12/0673/P/FP Manor Farm 159 Abingdon Road. The following comment will be made on the above application:

The use of the upper floor as an office should be restricted to the use by the house owner only and not for any third party business.

4.          MINUTES

Minutes of the meeting held on 10th April 2012, copies of which had been previously circulated to all members, were agreed as a true record and signed by the chairman.


Windrush Way Play Area – Mrs. Smith reported that contracts had been issued for both site preparation and equipment installation. A start date is awaited from the contractors..

Jubilee – Following discussion with the insurers, the clerk proposed that the Jubilee committee, chaired by Mrs. Bayliss be formally adopted as a sub-committee of the Parish Council to allow the council’s insurance to cover the event. This was agreed unanimously.

Playground/Recreation Ground & Maintenance – Nothing further to report at this meeting.

Traffic/Speeding – Police speed enforcement has been carried out in the village in the last two weeks..

Highway Maintenance – There will be partial closures of The Downs, Church End, THe Green and Rack End commencing 11th of June for approximately two weeks.

Flooding, Winter & Emergency Planning – Nothing further to report at this meeting

Footpaths – Nothing further to report at this meeting.

A415, Newbridge – Nothing further to report at this meeting.

Street Traders – Advice on the present situation has been obtained from WODC and it would appear that the trader is operating within the rules provided he complies with food hygiene rules etc. The current situation is to be reviewed by WODC in the autumn and, in the light of this, the council will monitor the situation through the summer but will take no further action at present.

8.          APPROVAL OF 2011/12 ACCOUNTS

The clerk presented the 2011/12 accounts, approved by the Internal Auditor, for approval. This was agreed unanimously and the chairman signed the Accounting statement and the Annual Governance  statement.

9.          MEMBER’S REPORTS

Mrs Bayliss asked on behalf of a parishioner:

Are the rumours about Fletcher’s Farm being demolished true? At the time of this meeting no planning application has been made in respect of the property.

Cars (bird watchers?) are parked at the end of the High Street causing an obstruction on the corner, what can be done? Will bring this up with police at APM.

Trees are overgrown on the same corner. Mr. Naylor will speak with resident.

Mr. Naylor and Mr. Reddy reported that they had been approached by Mr. and Mrs. O. Costar who expressed their thanks for support in their planning application at Underdown Farm.


The clerk reminded the meeting that the APM will be held on Tuesday 29th May in the Youth Club. The next Parish Council meeting will be on 12th June in the Youth Club. There being no further business, the meeting closed at 8.35 pm
