Minutes of a meeting of Standlake Parish Council, held in the Standlake Youth Club, on 12th June 2012 at 7.00pm.

2.          PUBLIC ITEMS

Mr. Naylor ascertained that all the members of the public were in attendance to discuss the Fletcher’s Farm planning application and that Mr. Cade, the developer of Fletcher’s Farm, was present. Mr. Naylor closed the meeting to allow public discussion and invited comments from the floor. In summary there was overwhelming objection to the proposal to demolish the property and replace it with two new buildings. The position of the building in the village, its venerable age, the open rural aspect of the plot and further access on to the busy Abingdon Road were all cited as reasons to oppose. Mr. Cade was adamant that the building was of no special architectural merit, had been badly renovated in the past and should be replaced with two modern sustainable buildings. He was aware that the building was the subject of a listing enquiry by English Heritage and should the building be listed then the application would be withdrawn and the building restored.

Mr. Naylor said that these comments would be taken into consideration by the council and announced at 7.30pm that the meeting was now open and members of the public would not be allowed to speak gain.

4.           PLANNING - See attached planning record

12/0719/P/FP Fletcher’s Farm: after examining the proposal in detail and taking into account the comments made, the council decided to object on the following grounds: the existing building is an example of a vernacular building and should be preserved; the erection of two large dwellings on the site of single farmhouse would constitute an overdevelopment; the original open aspect of the area would be destroyed by the building of two large dwellings; the grant of such an application would set a precedent for further development in an area that is currently open and of a rural nature.

There were no comments on the other applications before the council.

5.          MINUTES

Minutes of the AGM held on 14th May 2012, copies of which had been previously circulated to all members, were agreed as a true record and signed by the chairman.


Windrush Way Play Area – Mrs. Smith reported that the site is cleared, topsoil and kerbing in place and the play equipment installation starts this week.

Jubilee – It was unanimously agreed that the event was a success and a vote of thanks to the committee was recorded. The clerk will send thanks on behalf of the council.

Playground/Recreation Ground & Maintenance – Nothing further to report at this meeting.

Traffic/Speeding – Nothing further to report at this meeting.

Highway Maintenance – Major repairs to the road surface in The Downs, Church End, The green and Rack End will commence this week. Mr. Rippin noted that two signs, including the right of way sign at the junction of The Butts and Hornsway, are damaged and he will report this to OCC Highways.

Flooding, Winter & Emergency Planning – Mr. Reddy will complete the OCC emergency response survey

Footpaths – The Butts and Hornsway have been cut back..

A415, Newbridge – Nothing further to report at this meeting.

9.          MEMBER’S REPORTS
